If System State is copied to CD can one use it as a boot disk for Windows XP Pro?

I was wondering, if I used WindowsXP Professional back up utility and went under “BackUp Wizard-Advanced” copied my “System State” to a CD, could I use the CD as a boot disk since it contains registry and system boot files, incase my computer crashed?
